Letter: Threat questions

In the matter of threats against Assembly member Christopher Constant, shouldn’t the police have referred the matter to the prosecutor’s office for determination whether an offense had been committed? Why was this issue brought to the attention of the mayor’s office? Aren’t criminal investigations confidential?
