Letter: Too many panhandlers

It appears panhandling here has reached critical mass. What used to be a lone beggar has devolved into virtual encampments; 15th Avenue and Ingra Street is a good (bad) example.

It's a complicated issue, but perhaps the municipality or one of the Native corporations could, at least, provide waste bins on the more heavily populated corners (Northern Lights Boulevard and the Seward Highway, for instance) that might encourage a degree of tidiness.
